Through his Microsoft Certifications, Charles has access to updated information about products and security issues. Immediate notification is received for critical security issues. Charles' certification status also grants him access to online seminars, webcasts, and conference calls on new products and technologies as well as in support of existing products.
Charles is a member of several online communities which focus on computer systems and support, including both commercial and open source software.
Charles follows several security and IT news sites and podcasts daily and weekly, including Sans Internet Storm Center's Daily Diary and publications through IT Toolbox.
Charles has built and maintains a test lab here in Mazatlan that allows for the testing both commercial and open source software and operating systems. The same test lab also allows for the replication of customer installs and problems, which provides the opportunity to test solutions before taking up the customers' valuable time and to test new software installations and configurations before arriving at a customer location.
Charles maintains an international personal network of contacts specializing in various segments of the computer industry. Information is shared on new and emergent technology and assistance is available in solving problems that arise that fall into each member's area of specialization.

Architect of the information technology support plan and procedures.

Directed the Technology Resource policy to manage asset procurement and disposal to maximize both budget and staff. Interviewed over 20 police stations and department outposts to assess needs and existing equipment. Authored a plan to reallocate existing assets, procure additional assets, and dispose of outdated or non functioning assets on an ongoing basis.

Planned and executed the migration of equipment during unit moves including the break down and re-installation of equipment and managing and planning access to necessary resources including internet and phone. This plan was expanded and used for new facilities and the rehabilitation of old facilities.

Key participant in the development and implementation of an organization-wide computerized system of records management.

Designed and implemented a support plan for the 911 call center that allowed any on-call personnel to replace a failed system within 15 minutes. This plan utilized spare PCs, a software image, and custom scripting that would reload the OS along with necessary software and specific settings for any given type of work station.

Wrote specialized scripts and repackaged software using Windows Installer technology to allow for the hands-free, automatic installation of all software employed by the city, including packages such as Police RMS, Facilities Management and Registration for the Parks Department, Nortel Contivity VPS Client for all laptops, Acrobat Reader, Capital Project Management System, and Fleet Management System.

Helped plan and manage several major software system upgrades including Windows 2000 and Windows XP, all versions of Microsoft Office, and numerous industry specific packages.

Designed and implemented "locked down" computer stations for public access in environments like the Public Library, Human Resources Job Applications, and a certified online testing facility for Police training to meet ongoing education requirements from the state.
